About the event
The introduction of several key policies such as the European Skills Agenda, and the European Pillar of Social Rights Action Plan have been instrumental in addressing skills development, the tackling of skills mismatches, while ensuring sustainable competitiveness and social fairness. Building on the Skills Agenda and the European Year of Skills, the newly launched Union of Skills will continue this work in the years to come. Promoting skills development and quality jobs are also seen as pillars of the new Competitive Compass initiative, as part of the drive to boost competitiveness in the European Union.
Included as a key action of the Skills Agenda, micro-credentials are also expected to remain an important priority. Gaining prominence in recent years following the adoption of the ‘Council Recommendation of 16 June 2022 on a European approach to micro-credentials for lifelong learning and employability’, micro-credentials offer a flexible and targeted approach for developing skills and competences needed on the labour market.
As micro-credentials certify and recognise skills and competences developed following a short learning experience, they can support upskilling, reskilling, career mobility, and labour market inclusion. Micro-credentials can also play a role in supporting the achievement of the 2030 targets set out in the European Social Rights Action Plan, namely that at least 78% of the population aged 20 to 64 should be in employment by 2030, and that at least 60% of all adults should participate in training every year. With their potential to make skills and competences visible, the development of micro-credentials have been supported by such European tools and infrastructure as as the European Blockchain Services Infrastructure (EBSI) and the European Digital Credentials.
The Pact for Skills brings together key actors in strategic ecosystems, facilitating joint public-private action at sectorial or regional level, and providing a crucial platform to identify industry-specific skills gaps, and potentially co-develop and deliver micro-credentials that support tackling these gaps. In this Peer Learning Activity (PLA), participants will have the opportunity to hear about good practice examples of using micro-credentials to upskill and reskill workers, discuss obstacles encountered by these initiatives and strategies for overcoming them.
